Professor Mok Shares Insights on Hong Kong’s Higher Education Development at HKIAPS 35th Anniversary Policy Forum

The Hong Kong Institute of Asia-Pacific Studies (HKIAPS) at The Chinese University of Hong Kong (CUHK) hosted the third forum of the “35th Anniversary Celebration Public Policy Forum Series” on 27 June 2025. The event attracted over 50 local politicians, scholars and members of the public to the campus, while nearly 120 viewers joined via livestream and participated in discussions.

In the era of the global knowledge economy, higher education has become a core driver of social progress and economic development. Meanwhile, Hong Kong faces challenges arising from both global competition and rapidly changing geopolitical dynamics. At this critical juncture of transformation, the event provided a platform for participants to share their insights and policy recommendations on Hong Kong’s higher education development, fostering its steady advance on the global stage. The forum examined crucial topics including the unique role of Hong Kong’s higher education in China’s educational modernisation, and strategies for regional and global promotion of Hong Kong’s higher education. The discussions aimed to equip participants with forward-looking perspectives on educational transformation while identifying new opportunities.

Officiating at the forum was Professor Anthony Fung Ying Him, CUHK’s Dean of Social Science and Director of HKIAPS, who delivered opening remarks. Professor Mok Ka Ho, Joshua, Provost and Vice President (Academic & Research) of The Hang Seng University of Hong Kong, is one of the distinguished speakers shared their expertise at the forum. He presented strategies for promoting Hong Kong higher education regionally and globally. The other distinguished speakers include Mr Tai Hay Lap, Member of Chief Executive’s Policy Unit Expert Group of the Hong Kong government, analysed Hong Kong’s position within the framework of the official blueprint China’s Education Modernization 2035 and Professor Ou Dongshu, Associate Professor in CUHK’s Department of Educational Administration and Policy, explored both opportunities and challenges in developing Hong Kong’s higher education sector.

The forum established a multidimensional dialogue platform for politicians, academics and the public. It enhanced societal understanding of how Hong Kong higher education can align with national development. It also aimed to broaden the policy perspectives of the younger generation, equipping future governance leaders with knowledge of national strategies and global trends, and empowering them to effectively address multifaceted challenges.
